This isn't exactly a cube, but rather a list of all the cards that have a collecotr's number that is a multiple of 74.

For all intents and purposes it can be drafted, with two of my favorite ways to draft it being 1) drafting commander decks; 2) purposefully drafting the worst cards, and then trading drafted decks with other players.
