The reason for leaving these out of the main cube is the "non-games" created by a disparity of opening power and the other accompanying cards that can win a game all on their own. The Lore Seeker method creates a draft that is balanced whether power is introduced or not.

If Lore Seeker is drafted, everyone gets 2 picks at these cards. This way, everyone is guaranteed 1 piece of power and another game piece that is of high value.

If Lore Seeker is not drafted, then the 540 cube plays as is. The environment has tons of decks and archetypes and that are synergy and value driven which are fun to draft, build around and that can compete in a power-free draft.
