• Players share a communal library and graveyard.
• Each player gets one of each land in the command zone and can play one of those lands each turn. All lands have hexproof and indestructible.

Try this if board states frequently get clogged by passive players:

• In a three-player game, give a Monarch card to the first non-Monarch player dealing combat damage to another non-Monarch player.
• In a four-player game, give a Monarch card to the first and second non-Monarch player dealing combat damage to another non-Monarch player.
• A double Monarch player can lose only one Monarch title per combat phase.
• A non-Monarch player can gain two Monarch titles in one combat phase by dealing combat damage to two separate Monarch players.
• Add two Nevinyrral's Disk (CMR) cards.
