This is my Budget Commander Cube. You should make packs of 20 cards and seed each pack with 3 multi-color legendary creatures. The mono-colored legendary creatures will just be "bonus options" that get shuffled up with the rest of the 17 cards that will comprise each pack.

This is meant to be a starter list for those that are looking to build their first Commander Cube. I hope you enjoy it and feel free to work on it and make it your own!
