This is a Commander JumpStart set cube built from the AFR and some AFC cards. Each pack is a 20-card half-deck helmed by a commander (or not in case of the "monster" packs). Two-colored packs reflect the draft archetypes of Adventures in the Forgotten Realms set. Monocolored packs are either tailored for their respective legendaries or an assortment of goodness to fill up your deck.

The intended use is to pick a pack with a legendary creature (one or two-colored) and supplement it with an one-colored pack. The legendary creature (or creatures) become your commander(s), the rest is the deck. The cube is tested with 2 players and it's a fairly fun, rather low-powered (as is the set) experience.
