Shelter has never performed to the levels I'd prefer. Negating a removal spell or preventing a block or a trade in combat etc. is great utility but it is also here to help white card draw.

Instead I'd like to see how staff of the storyteller performs. It broadly supports whites goals, and if you have any additional support draws more cards. This should support Slesnya, and some Boros, patterns without helping Blue x strategies too much.
