Ghastly conscription has been causing too many issues. The question of when to flip face up has been getting in the way, though most of the time, the cards does nothing since players try to target empty graveyards. It's just not adding anything of value.
I have decided to create a secondary, themed tower, split from this, the main tower. That tower will be themed around tokens that exist outside of the game (and will be linked to in the main tower's description). Therefore, these cards are being moved there.
Man-o-war: It occurred to me that a player could have man-o-war's trigger target itself to trivialize the card.
Inside out: Ultimately, the tower just doesn't have enough effects to make this a challenge. It'll occasionally come up, but most of the time inside out is just a conditional cantrip.
I am currently quite happy with the state of the tower and how it plays. However, it has gotten to a size where I've started to consider splitting it into multiple towers. If this happens, the different towers will be themed and will be linked to in the overview.
