Design goals:
-There should be a healthy back-and-forth between counterspells and burn
-Niv-Mizzets should feel like powerful cards, other cards that are high on the curve (if any) should not crowd out Nivs
-Planeswalkers should not feel unbeatable
-Storm should be viable, without feeling oppressive
-Green, White, and Black cards should feel like powerful splashes you need to work towards making work
