This is a set cube of Fallen Empires that assumes three copies of the common sheet and one copy of the uncommon sheet. In practice this means that most of the commons have nine or twelve copies, the uncommons have two or three, and the "rares" only have a single copy.

The draft format is just treating two eight-card Fallen Empires packs (six common, two uncommon) as if they were one sixteen-card pack (twelve common, four uncommon/rare).
